In order to do any sort of business with Cover Oregon, they must sign a far-reaching non-disparagement agreement that forbids the signee from saying anything remotely negative or disparaging about the Obamacare exchange. If state officials decide that someone has spoken unfavorably about the Obamacare exchange, that business or organization can have their grant money revoked.
